IRA actually stands for Individual Retirement Account. They come in several different types that follow different rules and cater to different people's needs. I have recently started contributing to a Roth IRA and would like to discuss why.

The Tax Payer Relief Act created the Roth IRA in 1997 in order to take it easy on the social security system and to help people plan for their retirement in personal investment rather than relying solely on their employer's 401k program. They encourage the people by allowing certain financial benefits if these IRA accounts are used for retirement planning. What are some of these benefits?

For starters, the Roth IRA contributions are not tax deductible. And, most people would probably consider that a bad thing. But think about this. If you contribute the maximum allowed $5,000 (2008 Maximum for under $100,000 annual) from your income and don't pay taxes on it at time of contribution, then that $5,000 fund is really about a $4,000 fund. On the other hand, if you contribute that same amount to a Roth IRA and don't deduct it from your income tax form, then it is a true $5,000 fund. Which brings me to my next point.

Second, after funds have been in the Roth IRA for 5 years, they can be withdrawn with no penalties or taxation. There are penalties and taxes applied to any withdrawals from a regular IRA before you hit 59 1/2 years old.

This permission for early withdrawal after the five year seasoning period makes it a great source for an emergency fund that everyone needs. So you can save for retirement while simultaneously putting back funds for emergencies like a new roof, or a new car. The allowances for early withdrawal are relatively lax compared to a traditional IRA.

A regular IRA allows for a few withdrawals free of penalties too, but they are very strict to circumstances and purpose. For example: you are allowed up to $10k of the funds to put on a home. But the home buyer has to be either the spouse of the IRA holder, the child, or the owner themselves. So it can't be a gift or anything like that. Plus the buyer must not have owned a home for 2 years prior.

The Roth IRA suits me and my circumstances. But each person has their own goals and needs. So to find out which IRA is right for you, talk to a financial consultant about the options. Ask plenty of questions so that you can make an educated decision.

The Rumors about the American Express Black Card

If you are using a credit card for your purchases, you are probably aware of its privileges. When it comes to privileges, American Express was rumored to have issued a Centurion Card or the black card that features extra ordinary exclusive benefits to high ranking and dignitary celebrities and private individuals. When certain criteria are met an invitation from American Express will be sent along for the Centurion credit card. The requirements are quite different from the other credit cards you may have had in the past. This credit card charges $2500 for their annual fee and there is another fee that must be paid which is an initiation fee of $5000 for the first year.

There was an urban legend about the black credit card that circulated and spread as rumors in the business industries in the year 1980s. The rumor said that high ranking individuals like celebrities and notable persons who are cardholders of American Express cards were given a black card that give them the opportunity to transact in any high class establishments even after business hours. The truth is the card only contains the information and numbers for assistance and services.

It was also rumored that the black credit card enables the cardholder to buy anything in any establishments or avail of any luxurious services. Since it was just a mystery, the card never really existed and nobody ever really had it.

American Express used the rumors that had circulated about the black card that was so special to start the Centurion card in the fall of 1999. This card was only available to those who had the Platinum card and instead of being made of plastic; this card was made of metal.

This is an independent agency part of the federal government - created in 1933, just when thousands of banks failed. The 1920s and early 1930s saw thousands of banks fail. The FDIC is managed by a five-person Board of Directors, all of whom are appointed by the President and confirmed by the Senate, with no more than three being from the same political party.

This study of overdraft programs began in 2006. It was initially a response to the banks growth of automated overdraft programs. This is a system where the bank honors customers obligations using computer rules to determine non-sufficient qualification for overdraft coverage. Data and information were gathered through a survey of a sample of institutions representing 1,171 FDIC-supervised banks, and a separate data request of customer account and transaction-level data from a smaller set of 39 institutions.

The Federal Deposit Insurance Corporation (FDIC) published the results of a two year study on the use of overdraft programs operated by FDIC-supervised banks. The study found that a typical NSF check can result in overdraft fees and interest in excess of 3,500 percent APR. Customers in low income areas were more than likely twice as certain to incur these fees.

The FDIC study reinforces the payday loan industry's position that short-term cash advance loans are significantly less expensive than traditional bank overdraft fees. The study also found that, unlike payday loan companies that offer on-demand products, most banks (75.1 percent) automatically enrolled customers in overdraft programs that carry APRs and other fees far more expensive than the typical cash advance loan.

The FDIC study concluded that a typical bank customer repaying a $20 overdraft in two weeks would incur a $27 overdraft fee (the survey median) at an APR of 3,520 percent. A customer repaying a $60 ATM overdraft in two weeks would incur an APR of 1,173 percent and a customer repaying a $66 check overdraft in two weeks would incur an APR of 1,067 percent. Oddly enough the faster one pays down the overdraft the higher the APR turned out to be.

Some consumer advocacy groups like the CRL are lobbying to ban payday loans. This leaves customers with no option than to pay overdraft fees to the banks. CRL have led a charge to pass a law banning payday lending in Ohio. In 2006, Ken Compton, CEO of Advance America, said, "Contrary to the CRL's spin, responsible uses of the payday product provides consumers firm footing to overcome unexpected financial circumstances,".

Some key findings;

Over 90% of banks completed overdraft fees without informing the customer.Less than 8 percent of banks inform consumers that funds are insufficient before transactions are completed, offering the customers an opportunity to cancel the NSF transaction and avoid a fee.

Bank customers complaints about overdraft fees were received by twelve percent of banks.

About nine percent of bank customers have 10 or more NSF transactions per year. 4.9 percent had 20 or more NSF transactions. Customer accounts with 20 or more NSF transactions were charged $1,610 per year in NSF fees on average.
